Primary Purpose

The HVAC and Controls Technician performs independent, master journey-level work in the repair, maintenance, modification, troubleshooting, inspection, monitoring and operation of heating, ventilating, air conditioning and refrigeration equipment and associated plumbing, electrical, mechanical, BMS (Building Management System) and equipment control systems.

Essential Functions

  • Troubleshoot, maintain, inspect, modify and repair heating, ventilation, air conditioning and refrigeration systems and equipment including DX and hydronic systems and components, central water chillers, cooling towers, fans, pumps, motors, emergency power generation equipment, electric controls and associated safety, overcurrent and other equipment protection devices.
  • Administer the Building Management System (BMS) and HVAC controls to maintain proper indoor air quality (IAQ); develop, debug and enhance programs to balance energy management with comfort control; prepare documentation and control flow charts; monitor and adjust computer based BMS programs for proper HVAC comfort and energy management control.
  • Administer the card access system, produce and distribute access cards, maintain personnel access control database, update employee directory photos on the DASNY intranet, archive access records, and assign access privileges based upon DASNY policy.
  • Administer the security camera systems at DASNY properties in Albany, NYC, Buffalo and Delmar. Install, maintain and troubleshoot related hardware and software.
  • Design hardware and develop software to support building control functions.
  • Evaluate preliminary mechanical design plans and specifications for remodels, upgrades or new construction and provide control "sequence of operation" for HVAC equipment to be incorporated into design plans and specifications.
  • Monitor and apprise supervisor of work performed by outside contractors; ensure adherence to state and federal code requirements and contract terms.
  • Serve as technical advisor and building liaison for special projects or programs.
  • Assist in the writing of specifications for repairs and new construction.
  • Perform plumbing, electrical, heating, ventilating, painting, and decorating activities, as well as snowplowing, shoveling, and salting of walks and parking areas.
  • Identify spare parts and materials requirements; order and maintain a sufficient inventory to ensure uninterrupted operations of major building systems.

Other Duties and Responsibilities

  • May be called upon to perform duties in emergency situations (i.e., when DASNY facilities are affected by fire, severe weather, or criminal acts).
  • May serve as backup to the Building Manager in his/her absence.
  • Assist with the development, documentation and implementation of procedures.
  • Assist with assessment/development and implementation of internal controls, and participate in the review and testing of same.
  • Undertake special assignments as directed.
  • Must maintain regular attendance in accordance with DASNY attendance and leave policies.
  • Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet.)

Supervision

Supervision may be required.

Physical/Mental/Visual Demands

Requires routine local travel, occasional travel to NYC and Buffalo as needed using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires exposure to weather and temperature extremes, loud noises, heights (climbing ladders, scaffolding, etc.) and work safety hazards (chemicals, fumes, etc.). Requires physical mobility (movement from place to place), physical strength, dexterity and coordination, endurance (prolonged physical activity with limited opportunity to rest), ability to lift at least 50 pounds, time pressure of decision-making, ability to see and hear clearly, ability to smell, and ability to distinguish colors. Must be available to work overtime, occasionally work a modified work schedule or extended workday hours.

Work Environment

Requires the use of building maintenance machinery such as chillers and boilers, generators, motors, pumps, building control systems, testing equipment, powered tools, and standard office equipment (computers, copiers, etc.).

Minimum Qualifications

Bachelor’s degree and three years of relevant experience or Associate’s degree plus five years of relevant experience. Must possess a current EPA Refrigerant Handler Certification (Universal, 40 CFR Part 82), valid driver’s license and an acceptable driving record. Ability to complete the following training/certification as required: forklift operation, lock out tag out, fall arrest, confined space, MSDA, asbestos and lead identification, ladder safety, emergency evacuation, in-house OSHA and respirator training.

Preferred Qualifications

Bachelor’s degree and three years of relevant experience. Current EPA Refrigerant Handler Certification (Universal, 40 CFR Part 82), NYS Fire Alarm and Security Systems Installer License, and NYS Pesticide Applicator Certification (Category 7G – cooling towers). Must possess a valid driver’s license and an acceptable driving record. Ability to complete the following training/certification as required: forklift operation, lock out tag out, fall arrest, confined space, MSDA, asbestos and lead identification, ladder safety, emergency evacuation, in-house OSHA and respirator training. Knowledge of air and hydronic balancing, electronics, fire alarm and security system installation. Energy audit experience and commercial chiller experience.
